In submitting the report of the Committee it has been made my duty to say that, while the plan proved by the report was not entirely satis factory to many of the Committee, as a practicable scheme, looking to ucoete, It is believed by them, under the circumstances, to be the best that can be done. The report was adopt ed by the Committee with but one or two dissenting votes. Very respectfully, Your obedient serv't. Wm. II. Baoley, Sec'y. ' REPORT OF THE COMMITTEE. The Committee appointed by a "meeting ot the citizens of Raleigh, to consider and recommend a practica ble plan for funding the outstanding debt of the city, after having care fully considered the questions sub mitted to them, respectfully report : : I. That tbey are satisfied, after conferring with a number of their fellow tax-ivayers aad others, that no scheme for funding said debt will be .ratified by a majority of the citizens that looks to issuing bonds for tbe full amount of the outstanding scrip and bonds not constitutionally is sued. II. That, believing seventy-nve f"5) per centum represents about the average sum paid la cash lor such, crip and bnd, they recommend that an Ordinance be submitted to the people providing for tint funding of such scrip and bonds, at seventy flve (75) pr centum of the amount thereof, with lute reel from the date f the issue of the scrip, and adding coupons for interest in case of coupon bonds. In submitting this report, Mr. Bat tle said that tbe majority of the com mittee, believing that the large maj ority of the tax-payers of Raleigh were opposed to funding tbe debt at its face value, had agreed to recom mend the funding of the, debt at 75 cents on tbe deliar, as it was desired that the proposition tofund should be in such a manner as to meet thj- approval of the people. Mr. H. N. Keith moved as an amendment to the report to strike out 75 cents and Insert $1.00; to strike out "past due interest," and to strike out six per cent. Alderman Harris replied that the debt of the city was a patent fact and must be met, and if the city refused fo fund It, she would at once be sued by'all of Its creditors and forced ttfpay, Dd tbe eity wourd be taxed for the full amount. The question -of the legality of the whole debt proposed to be funded was discussed at some length by Messrs. Marcom," Keith, James H. Harris and others. ;.Mr. IV, H, .Battle explained that ine aeoc proposed to be funded had been carefully examined, and the city was responsible for it, and could be made to pay it at any time It was to the Interest of every citizen of Raleigh, whether he be a tax payer or not, to know the exact amount of the debt of the city and to have it properly disposed of. This was reported to be tba ho jest debt of the city after an examination by some of the. best financiers of the tyv What was known .s-the Chat ham bonds had been refused by the Committee. Mr. C. M. Busbee explained the bad position in which the city would be placed if her debt was to be deci ded by the Courts, as the same Courts iwonra force the immediate payment of the same. It was not claimed by anyone that more than 25 percent, of the debt of the city had been paid in excess of the value received, and this report proposed to pay only 75 per cent., wbich he thongnt met any objection urged upon this point. After some farther discussion, the report was adopted as a whole, when, on motion, the meeting adjourned. Death of Augustine Miller. The Charlotte Observer of pf Tuesday morning records the death in that city of a young man whose father was formerly a resident of this city and who was a nepbew of Dr. Wm. R. Miller, dee'd., of Raleigh. Says the Observer : It is with unfeigued sorrow that weehrouiele the death of Augustine, the only son of the Rev. A. W.. Mil ler, D. 1)., pastor of the First Presby terian Church of this city. Hi3 death occurred on yesterday morning un der peculiarly distressing circutu staucea. Until about a year ago, he was full of health, hope and manly vigor, when he was stricken with that slow and lingering disease con sumption. And while traveling was reported to, loving parents and an only sister nursed him with all ten derness and affection,, and learned physicians employed all their skill to restore him to his wonted health and strength; yet it was evident that no human power could arrest the fatal ravages that bore this youthful life to an early gray. He had pas sad his majority only a few years but had long been a pious and con sistent member of the church of his adoption. Iu his last moments he aired his friends to bis bed-side, told them he feared not the King of Ter rors, and with a smile upon his lips, his spirit winged its flight unto tbe (Jod who gave it. Frank aud courteous in his man ner kind and generous in his nature, honorable and chivalric in his inter course,hepoavesaed those noble quali ties that command the respect and esteem of,, all. The Rescue Engine. The steam engine of the Rescue Fire Company was on Tuesday used to empty the cistern at th? intersection of Davie r.rd !" 'I lu ease with which the en giae werkedi the water -flowing from the cistern in five minutes after the match was applied to the wood in the engine, and the rapidity with which the water was thrown out, demon strated the fact that the engine could do all that was claimed for it, while the little time consumed in draining the Immense bulk of water from the cistern demonstrate, thejstill further fact that the system of cisterns as a means of aiding in the subduing of fires would prove wholly inad equate in case of a general conflagra tion in our midst. A steady strain of an hour upon any cistern in the city woula exhaust its capacity, and then the locality iu which it is located would be at the" mercy of a continued conflagration, itence. the greater need of ' water works fer the city, which need will not be felt by our citizens until the fatal emergency shall arise. A quarrel with a friend is like an aching tooth -you should at once have It out. The man who hasn't a word to say for himself is the most congenial companion. The Thanksgiving turkey may be gin to nerve himself up, for he'll be eaten on the 25th without regard to wind or weather. Coffee should never be roasted darker than a rich chesnut brown. When the color approaches to black it gives a burned, dry flavor to the infusion. The man who stops his newspaper because it has published something that offends him, is sure to buy a copy of the next issue of a newsman to see if 4t survives, and he most always finds it does. "Whisky, if taken in moderate quantities, may benefit instead of injure," said Prof. Liebig. That's where the shoe pinches. How it would look for a strapping big man to call for seven drops of whisky with sugar in it. "What would home be without children?" asks Anna Dickinson, irhy doesn't she marry and see? Those of us with from four to a dozen lambs kicking out shoes can't under stand the old maid's motive in trying to make us weep. Many very good people are annoy ed by sleepiness in church. The fol lowing remedy is recommended: Lift the foot seven inches from the floor, aad hold it in suspense without support f"r the limb, and repeat tbe remedy if the attack returns. "It will certainly shorten your life, Harry, if you continue to smoke so much." "I don't know that," re plied the gentleman, "there's my father who smokes every blessed day, and now he's seventy years of age." "Well," was the reply, "if he hadn't smoked he might have been eighty." A male egg, one that will hatch out a rooster, has at its pointed eud small folds and wrinkles, while a female egg has no wrinkles and is perfectly smooth at both ends and well round ed. A Radical exchange facetiously says that it is evident that the Demo crats laid in a good many smooth eggs on the second, for they didn't bring out any roosters. Temperance Matters. We take the following from the Friend of Temperance of this city of yester day's date, referring to the recent reorganization of Raleigh Council : 'The most hopeful feature con nected with the great ingathering of members into Raleigh Council of the Friends of Temperance, is the fact, that with but a very few exceptions, the new recruits are gentlemen who did not belong to any other temper ance organization; but were, hitherto, outsiders. "Then, it is a fair, honest, solid gain to the cause of temperance, and not a shifting of membership from one order to another, as has been the case in other instances. "To proselyte the members of one order to build up another does not add to the strength of the temperance cause ; but new members, especially if such as the Friends of Temperance are now receiving in this city, will give strength and efficiency to it everywhere. "We repeat, that the most hopeful feature connected with the great tem perance ingathering in this city is the fact, that tbe new recruits are mostly new men and not only new men, but men of solid worth who will do good service in a cause which they thus voluntarily espouse." W. H. & R. 8. Tucker. We brief ly called attention a day or two since to the new column advertisement of this firm. It is deserving of more consideration than we gave it, inas much as in its line, it is the oldest house in the city, and in its transac tions, probably the most extensive. Certainly, there is no want that they cannot supply, and no order they cannot fill, and under their present system of business, at such rates as give them advantages, both Tor customer and wholesale dealers over northern houses. Their r.resent stock is a full and magnificent one the second of the season, laid in by Col. W. H. Tucker, whose loagexperience and close observations has given him a nice discrimination in the selection of his goods and a rare insight into the tastes and wants of his customers. We hope our readers will see and judge for themselves. The Colored Youno Men's Christian Association. This col ored association of this city, Thomas Palmers President, met Tuesday night to consider the welfare of the poor in our midst. The Treasurer reported that he had in his possession $25, which he was instructed to turn over to John Armstrong, President of the Young Men's (white) Christian Association of this city, to be disv bursed by the latter's distributing committees. As the latter association looks alike after the poorof all classes and conditions, this action of tbe col ored association is eminently just and praiseworthy. We hope the two may thus continue to work together harmoniously, as the most good can doubtless be accomplished in this manner. R. H.
